国义招标股份有限公司受招标人委托对下列产品及服务进行国际公开竞争性招标，本次招标采用传统招标方式，现邀请合格投标人参加投标。 

1、招标条件

项目概况：广州市轨道交通六号线二期、七号线、九号线车辆段设备采购项目主要为广州市轨道交通六号线二期萝岗车辆段、七号线大洲车辆段、九号线歧山车辆段配套采购数控不落轮镟床、列车清洗机、固定式地下架车机组设备，满足相应线路列车（电客车）架车检修需求。 广州市轨道交通六号线全长42km，远期延伸到永和全长约50km。全线设一段一场，一期工程在线路西端设置浔峰岗停车场，二期工程在线路东端萝岗镇设置萝岗车辆段。本项目采购的数控不落轮镟床、列车清洗机、固定式地下架车机组为二期工程萝岗车辆段与综合基地的配套设备。 七号线一期工程线路全长约18.60km，均为地下线路，共设9座车站，其中换乘站为4座，平均站间距2.19km，最大站间距为3.78km（南村~大学城南），最小站间距为1.12km（广州南站~石壁）。设大洲车辆段一座，位于广州南站西侧大洲村以北。本项目采购的数控不落轮镟床、列车清洗机、固定式地下架车机组为大洲车辆段与综合基地的配套设备。 广州市轨道交通九号线呈西东走向，经广州市花都区和白云区，线路全长约20km，全部为地下线。共设9座地下车站。九号线设岐山(定/临修)车辆段一处，岐山车辆段位于广州市花都区，九号线线路终点站飞鹅岭车站的西北方向，段址东侧紧邻新华永久陵园，北侧邻近军事管理区，风神大道从段址南边通过。本项目采购的数控不落轮镟床、列车清洗机、固定式地下架车机组为岐山车辆段的配套设备。

投标人应具备的资格或业绩：1）投标人必须是来自中华人民共和国或是与中华人民共和国有正常贸易来往得国家和地区（以下通称“合格来源国”）的法人或其他组织。2）投标人必须是设备的制造商，不允许联合体投标。3）投标人必须2009年1月1日至投标截止日止（合同生效日期及验收日期在此时间范围内）在中国境内城市轨道交通有三车组及以上固定式地下架车机组已投入使用的业绩，须提供合同相关页的复印件（包含日期、盖章页、货物名称、能证明架升三车组及以上车辆的合同相关页）以及经建设单位确认的验收报告或验收证明复印件。

3.Qualification Requirements For Bidder

Qualifications or Performance：1) Bidders are legal persons or other organizations who participate in bidding. This Invitation for Bids is open to all suppliers from within the People's Republic of China(hereinafter abb. as "PRC") and all countries/areas which have regular trade relations with PRC (hereinafter called "the eligible source countries/areas"), except as provided hereinafter. 2) The bidder must be the manufacturer, the joint Bids are not allowed 3) The bidding equipments of Underfloor Lifting Jacks for three car-units or more must have been put into used in inner-city rail transportation system of China ever since 2009-01-01 until the date of bid submission (the contract effectiveness and acceptance dates should be within the period). The bidder must provide the photocopy of sales contract(detailed with date、signed and sealed page, name of equipment, relative pages proving capability to lift three car -units or more) and user’s acceptance report or certificate.
